From the research I’ve done I learned that this puzzle was giving as a gift at the IPP 35 convention in Ottawa Canada. I purchased it here on the marketplace in a large lot of IPP exchange puzzles. I believe it to be the 2nd freight car in a series of many that were exchanged over several years.
