This puzzle is a exchange puzzle by Marcel Gillen for the International Puzzle Party 31 held in Berlin, Germany 2011
Objective:
Take the puzzle apart/put it together.

1 – Fit the 9 bears in a Berliner (=frame)
2 – Fit the 9 bears and the extra piece in a Berliner (=frame)
Background:
A “Bar” is German for bear as in cuddly (or not so cuddly) bear, the pronunciation is roughly the the same fot both words. In German you pronounce the name of the capital city Berlin, Bearlean (as in lean for steaks, or lean against lampposts. The Berliner (the bear of Berlin fame and an even leaner steak) is the inhabitant of the capital city, or a bagle-type cake (no center hole, sometimes filled, a bit like a filled bagle, actually).
