IPP25-Finland was Bill Cutlers exchange puzzle at IPP25 in Finland, 2005.
The 13 pieces are cut from wood which has one dark side (see most of the pieces in the picture) and one light side (see rectangular piece and back of the tray in the pictures).
The goal of this puzzle is to create a likeness of the Finnish Flag within the tray, by interpreting dark as blue and light as white. Some of the pieces need to be flipped and re-arranged. There is only one solution.
