Unusual glass dexterity puzzle. It looks like an ashtray with a raised lip. There is a raised platform in the middle, with a center ring with one opening into it. Four channels, marked 1-4 respectively, are on a steep rise from the bottom edges to the raised center. There are four metal or composition balls. Peg puzzle made in Argentina may be from the 1950s or '60s. Inside cover shows 2 puzzles, in Spanish: Estrella Oriental, and Retiro 31.
